Then the passage says that He will be quiet in His love. This is powerful since the whole book is about the judgement for Judah's harlotry. God steps back and is joyful for His elect remnant and He holds them quietly in His love. Wow! When we dont deserve it, He loves us with perfect love and He is "still; He is "quiet".
The next phrase breaks through the peaceful quiet with a shout. God shouts with joy for us. He has a party. Think about that...we make Him divnely happy, hold us quietly in His love, and shout with joy. He delights in us.
